If you mean the level of the skill that increases as you use the skill, it reduces the SP cost, all the way to 99. If you mean the level you get by spending mana in the skill shop (and only goes up to +9), that increases the skill damage (and also increases the SP cost, so be careful).

You first need a police report number. Then ring them and they will give you an email address to send info to. All the best.
